A powerful earthquake with a magnitude of 6.6 struck central Italy Sunday morning, according to the United States Geological Survey.

The earthquake, which occurred at a depth of 10 kilometers (6.2 miles) according to USGS, hit roughly 3 miles (5 kilometers) from Preci, not far from where two powerful quakes hit Thursday.

Both of those earthquakes -- which had respective magnitudes of 5.5 and 6.1 -- did not result in any reported deaths. But the destruction of nearby historic structures prompted people to view the damage as a loss to their cultural heritage.

Rescuers had also expressed fear of mudslides and remained wary about the risk of bringing heavy equipment up narrow roads linking the towns, villages and hamlets in a hilly region of the country.

Those earlier earthquakes happened about 50 miles north of where a deadly quake killed nearly 300 people in August.

In what appears a further marginalisation of the South East zone, the Federal Government has left out the region in projects which President Muhammadu Buhari plans to execute with the proposed $29.960 billion infrastructure loan.

A breakdown of how the loan would be spent on infrastructure between 2016 and 2018 shows that none of the projects contained in the government’s document is located in the South East geo-political zone.

President Buhari had on Tuesday asked the Senate to approve the loan from multilateral financial institutions to enable his administration execute critical infrastructure and other social intervention initiatives across the country.
The Finance Ministry said the $29.960 billion loan is designed to address infrastructure deficit in the country.

But in a statement released to journalists on Thursday on the projects to be funded by the loan, there was no single infrastructural project allocated to the South East - an area most acutely hit by poor infrastructure and an acute shortage of various social amenities.

According to the statement, issued by the Special Assistant to the Minister of Finance on Media, Mr. Festus Akanbi, infrastructural projects are allocated $18.3 billion.

The projects to be embarked upon are the Mambilla Hydro Electric Power Project ($4.8 billion), the Modernisation Coastal Railway Project (Calabar-Port Harcourt-Onne Deep Sea Port Segment) valued at $3.5 billion and the Abuja Mass Transit Rail Project (Phase 2) put at $1.6 billion.

Others are the Lagos-Kano Railway Modernisation Project (Lagos-Ibadan Segment Double Track) estimated at $1.3 billion and the Lagos-Kano Railway Modernisation Project (Kano-Kaduna Segment Double Track) valued at $1.1 billion.

The balance of $11 billion will be expended on Eurobond ($4.5 billion), Federal Government Budget Support ($3.5 billion), Social Support for Education and Health ($2.2 billion), Agriculture ($1.2 billion), and Economic Management and Statistics ($.2 billion).

According to the statement, the borrowing has a three-year plan covering proposed projects for 2016-2018 and is expected to be phased over the three year period.

The ministry said that the borrowings are highly concessional (non-commercial), with low interest rates and long tenors.

The Federal Government affirmed that the funding is being sought from multilateral institutions such as the World Bank, the Africa Development Bank (AfDB), the Islamic Development Bank (IDB), Japan International Co-operation Agency (JICA) and the China Exim Bank.

The planned Eurobond issuance in the international capital markets, the statement pointed out, is the only commercial source of funding.

But when The AUTHORITY Newspaper contacted Akanbi on the apparent omission of the South East on the project allocation, he said that the loan has nothing to do with regional consideration. He said that the government would still reflect all the regions in the 2017 Budget.

Akanbi said: “I don’t have an answer to your question. This is just a Federal Government thing that was presented today. It’s not a regional thing. There are other projects like agriculture.

“These are strategic things just like intervention for three years’ programme. That does not stop the Federal Government from planning for all the regions next year and in the 2018 budget. It’s just for support. It’s not the main thing, just an ad-hoc initiative.

“The government is going to sit down and work on the 2017 budget and all the regions will be covered. It has nothing to do with regions. These are specific projects on ground”.

Nigeria's former President Olusegun Obasanjo has revealed that Africa's richest woman, Mrs Folorunsho Alakija became a billionaire during his tenure as President.

Obasanjo made this known at 2016 Tony Elumelu Foundation Entrepreneurship Forum.

The former President was responding to an earlier allegation by Mrs Alakija at the event, that his administration stifled her efforts when she ventured into oil business.

Alakija who took to the podium before Obasanjo, alleged that his administration illegally took an oil block allocated to her company after her family had invested all its savings to strike oil in commercial quantity.

ALAKIJA AND OBASANJO

“This oil block is in 5000 feet depth of water and was extremely difficult to explore. “It took 15 years from the time that we were awarded the licence in 1993 till 2008 when we struck the first oil.

“When this event happened, 60 per cent out of our 60 per cent equity in the business, was forcefully taken from us by the government of the day without due process.

“We had to fight back by going to court to seek redress and it took another 12 years for justice to be served in our favour. “In all those years it was my trust in God, my perseverance and the support of my family that got me going,” she said.

When Obasanjo spoke, he used the opportunity to respond to the allegation made by Alakija.

“There is a saying in my part of the world that when a proverb touches you and you failed to reply, then you are a coward,” he said.

Obasanjo went on to explain that his administration took the action in line with the Mining Act, which regulates oil prospection and exploration.

“For you to come here and say that, for no cause whatsoever, you were denied what was rightfully yours, is not fair.

“I do not know you from Adam and there is no reason I would have denied you what rightfully belonged to you. “So, you have struggled, and you have struck oil. God bless your heart.

“My delight is to be able to create Nigerian billionaire and I always say it that my aim, when I was in government was to create 50 Nigerian billionaires.

“Unfortunately I failed. I created only 25 and Madam, you are one of them,” he said.

The former President praised the vision of Mr Tony Elumelu for helping to build African young entrepreneurs with his resources.

Female suicide bombers are suspected to be behind the twin explosions that rattled the northeastern Nigerian city of Maiduguri on Saturday near a refugee camp and a fuel depot, officials said.

The attacks targeted the city's Bakassi Internally Displaced Persons camp and the Nigerian National Petroleum Corp.'s Mega Filling Station, the Nigerian army said in a statement.

At least nine people were killed and 24 injured in the two explosions, according to the country's National Emergency Agency (NEMA).

In the first attack the suspected bomber ran into a crowd at the entrance of the Bakassi IDP camp, killing five people, the army said.

Ten minutes later and a mile away, a second blast killed three occupants on a motorized rickshaw at the entrance of a fuel depot owned by the National Oil Company. The army puts the total number of dead at 8.

"While we commiserate with the families of the late victims of this cruel act and wish those injured speedy recovery, we would like to assure the public that efforts are ongoing to track those behind the dastardly acts," an army spokesman said.

"However, it is equally important to reiterate the need for more vigilance and security consciousness among all."

Pictures posted on NEMA's Twitter account show rescue workers at the scene of one of the bombings amid debris and destroyed cars.

Terror group Boko Haram is suspected to be behind the blasts, said Maiduguri military chief Brig. Gen. Victor Ezugwu and NEMA's northeast region head Mohammed Kanar.

Jose Mourinho insists Wayne Rooney is "going nowhere" despite dropping the Manchester United captain from the lineup the past two matches.

For this first time since bursting onto the scene so remarkably at the age of 16 with Everton, the forward faces a serious fight to get into the starting lineup, with sources telling ESPN FC earlier this week the Portuguese was open to selling Rooney.

Prior to missing the last two matches with a calf complaint, Rooney had started five of seven games for club and country as a substitute.

The England skipper, who turned 31 on Monday, is in a period of transition and heightened speculation, with it reported this week that Mourinho had told Rooney he needs to move if he wants regular first-team football.

The United boss said that was "not true at all'' and underlined his desire to keep him at Old Trafford for the foreseeable future.

"I don't know,'' Mourinho said when asked how long Rooney can play on. "With [his age being] 31, I know he can.

"I know he can, I know he's a top player, I know he can play at the top level.

"I cannot make this kind of mental exercise of what is going to happen at 32, 3, 4, 5. I can't say that.

"What I can say is that he's a very good player, he's a very important player for us, he's going nowhere. We like him, he likes us.

"He is not happy because in the last matches he was on the bench, but I think he's even unhappier when he's not on the bench because he's been injured and has to stay in the stands. There is no problems at all.''

Mourinho expressed his frustration at recent stories in the media about that matter and others, before growing frustrated as questions continued about Rooney.

"He's my captain,'' the United boss said. "He is the team captain. He behaves like that.

"In all my career I had just a couple of players that didn't want to play and sometimes they want to hide when things got hotter.

"Apart from that, every player wants to play and I don't know players that are happy when they don't play.

"They are always unhappy when they don't play. Thanks for that because that is exactly the way I want it.''
"He has family, like everybody else. He has kids, the oldest one in an age where he can read, he can feel, he can get that, so if he is affected by that it's just the human nature.

"The human nature that your industry doesn't think about, but I think he's a big boy, he's a big character and he copes with the situation.''

Rooney is back in contention for Saturday's match with Burnley after recovering from injury, with the scrutiny sure to continue at time the player himself admits is a "difficult period.''

"I think he is a human being like everybody else,'' Mourinho said

The worst may not yet be over for dethroned Miss Anambra 2015, Chidinma Okereke according to a source in Awka, Anambra State. The source who pledged anonymity said the current sex video trending online is just a tip of the iceberg and alleged that the former beauty queen also engaged in more sexual acts that lasted up to an hour.

According to the source, the person behind the release of the sex videos is known to Chidinma Okereke despite her claiming otherwise. He said the whole ordeal was as a result of a deal gone wrong, a deal purportedly made between the former beauty queen and a chief, whose identity is a guarded secret.

He said “First, this is an investment gone wrong. Chief (name not disclosed) sponsored Chidinma Okeke to win the pageant. Chief spent up to N2million to ensure she emerged as the winner against other beautiful contestants. Chief also budgeted for her wardrobe and makeover, pre and post beauty contest.

The money was released in trenches to Miss Anambra. Chief also took her to various countries including Germany where she met other models based on the contract terms which Miss Chidinma signed with Chief.

“Part of the agreement stipulates that Chief would make her a big model and whatever proceeds that come during her reign would be shared as specified in the contract terms. Chidinma consented and signed the deal.

The source went on to say that Chidinma's sponsor released only a part of the video after she backed out of their agreement after her victory.

“Chidinma emerged as the winner of Miss Anambra, got higher connections and wanted to opt out from the contract without repaying all the expenses Chief incurred.

Chief warned of the consequences, but she remained adamant. Chief released a picture to her requesting she comply with the payment and remit the money she is holding before her tenure comes to an end. Chidinma feigned ignorance and even boasted that Chief cannot do anything.

It was alleged that she disclosed to a close friend that if chief tried to do anything, they would get him arrested. That was the beginning of the leak. Information available also claimed that the current trending video online is mild.

That they have one showing longer sex action by Chidinma. “Based on the above information, and the fact that Chidinma was a consenting adult as at the time the contract was signed, which reasonably supports the logic behind Chidinma’s silence towards naming the perpetrators;

I will advise the family to quit the threat they are making to the man and settle this amicably off the media to avoid further embarrassment for my state, other ‘responsible’ beauty pageants because this is seriously casting them in bad light.”

Hillary Clinton has lost the double-digit poll lead she had at the beginning of the week and now holds a slimmer four-point edge over her rival Donald Trump, a Washington Post/ABC News tracking poll showed Friday.

Clinton now has a 48 per cent slice of the vote, to Trump's 44 per cent among likely voters. On Sunday the ABC News poll showed her with a 12-point lead over the Republican.

Trump has gained ground among independents, at the expense of Libertarian Gary Johnson and Green Jill Stein who now have four per cent and one per cent respectively.
Independents now lean towards Trump over Clinton by a margin of 12 points, at 49 to her 37 per cent.

A major swing from late last week when the Democrat had a slight edge. The subgroup has repeatedly swung between the two candidates throughout the fall.

Trump has also recovered ground among whites, especially those without college degrees and women.

Hillary Clinton  with Michelle Obama in North Carolina on Thursday

White women have swapped their allegiance to the Republican by 48 per cent to 43 - a reversal from the 49 per cent to 43 per cent tilt in Clinton's favor which they had before.

The Clinton campaign has spent the week fending off a series of revelations from emails published by WikiLeaks and conservative group Citizens United.

The emails have shown how aides helped Bill Clinton amass tens of millions of dollars in speaker fees and engagements following his presidency. Others showed how Clinton associates tried to help billionaires and donors to the dynasty's charitable foundation get access to Hillary Clinton while she was secretary of state.

Manchester City boss Pep Guardiola has admitted he still needs time to adapt to English football after overseeing the worst run of his managerial career.

The Spaniard, who replaced Manuel Pellegrini at the Etihad in the summer, enjoyed a sensational start to life at City, winning his first 10 matches in charge.

But Guardiola has watched his new side's form nosedive in recent weeks and City are now without a win in their last six matches in all competitions.

Guardiola won the Champions League twice with  Barcecelona

Prior to joining City, Guardiola had never gone more than five matches without a win during his trophy-laden spells at Barcelona and Bayern Munich.

And ahead of City's trip to West Bromwich Albion on Saturday, Guardiola has admitted that he is still trying to get to grips with the rigours of the English game.

"Many things have changed in the last six games," he said. "In the beginning we were winning and now we're not.

"But, we are fighting, like we were in the beginning. I need time to learn, improve...I am still in that process.

"Maybe this situation will make us stronger for the future. I'm pretty sure of that. For the next period, not just this season but the next season as well."

Lewis Hamilton insists "anything is possible" in what have been labelled his "three FA Cup finals" in the closing month of F1's title battle.

The Mercedes driver has vowed not to throw in the towel even though Rosberg could secure the title this weekend in Mexico.

Hamilton's win in last Sunday's US GP means he heads to Mexico with a reduced title deficit to Nico Rosberg of 26 points, but the gap remains sufficient for his Mercedes team-mate to be able to finish second in every race and become champion. Rosberg will also be crowned champion if he wins on Sunday and Hamilton fails to finish in the points.

But, buoyed by his first victory in three months in Austin, Hamilton insists he has retained a "positive mentality" amid the ups and downs of recent months.

Recounting his fluctuating fortunes since the summer break, Hamilton said: "Spa went well [from the back of the grid]. I had the best pace in the weekend of Monza and then I didn't get the start, which kind of decided that. Singapore obviously wasn't great, then Malaysia was great and then it wasn't great [when his engine blew].

"So I've still continued to keep a positive frame of mind - I've got to. There are still points available, anything is possible. The moment you give up that's the moment you're doomed. I've never given up in my life and I don't plan on doing so.

A letter John Lennon wrote to Queen Elizabeth half a century ago explaining why he was returning a medal was found tucked in the sleeve of a record in a man's attic.

The man who found the letter had bought the record as part of a collection at a used-item sale for £10.
The letter is now valued at an estimated £60,000 ($72,000).

JOHN LENNON

In the letter, the Beatles Legend outlines his reason for returning his MBE (Member of the British Empire) medal.

The Queen awards the medals to those who have left a notable mark in their fields. Lennon, along with the rest of the Beatles, received theirs in October 1965.

The typed message reads: "Your Majesty, I am returning this MBE in protest against Britain's involvement in the Nigeria-Biafra thing, against our support of America in Vietnam and against Cold Turkey slipping down the charts."

It's signed "John Lennon of Bag".

"Bagism" is a term Lennon and his wife, Yoko Ono, coined during their peace campaign in the late 60s. Its objective was to break down stereotypes and eliminate prejudice.

ISIS has "executed" 232 people near the Iraqi city of Mosul and taken tens of thousands of people to use as human shields against advancing Iraqi forces, the United Nations says.

The terror group carried out the mass killings Wednesday, punishing people who had defied its orders, a spokeswoman for the UN human rights arm told CNN.

There have been other reports over the past week of civilians being killed as ISIS tries to herd people into its last major stronghold in Iraq and the nation's second city against the Iraqi-led operation. of the Office of the UN High Commissioner for Human Rights.

Mourinho

Manchester United boss Jose Mourinho has been charged by the Football Association for claiming it would be "difficult" for referee Anthony Taylor to officiate their game with Liverpool.

Mourinho added appointing Taylor for the 17 October match had put "pressure" on the Manchester-based official.

Managers are not supposed to speak about referees prior to matches.

Mourinho has until 31 October to respond to a charge of improper conduct and bringing the game into disrepute.

Taylor issued four yellow cards - all to Manchester United - in the 0-0 draw.

Former referees' chief Keith Hackett was among those to question the Professional Game Match Officials Limited's (PGMOL) decision to assign the match to Altrincham season-ticket holder Taylor, claiming it would be "intolerable" if he got a big decision wrong.

PGMOL stood down Leicester fan Kevin Friend in April when he was due to take charge of the Foxes' title rivals Tottenham in their game against Stoke.

Mourinho foresaw the potential for the FA to take action against him when he spoke before the game, claiming that he "did not really want to say too much more on the matter. I have learned a lesson... by being punished so many times for my words about referees".
